Why don't they just disable Death's Dance?

It's a pretty ridiculous item, and the game was fine without it. Everyone from to to is building this crap. The champs themselves are strong, but this item gives the illusion that they're broken. Why not just dump it? It's not like it added anything great to the game. It's just been cancerous so far.
