Possibly make Stormrazor's crit passive have a zeal/crit item as a prerequisite
This is sort of how the current iteration of Stormrazor is in that zeal/crit items increase its crit damage, but I want to propose a version of Stormrazor that reads something along the lines of: "If you have over 30% critical strike chance and you have not attacked in the last X seconds, your next basic attack will critically strike". This forces you to build one of the zeal items prior to building Stormrazor to gain its full effect (aside from Tryndamere I guess), which disincentivizes most AD casters from just sticking Stormrazor into their build whereas ADCs can still go something like BF>ZealItem>Stormrazor.
My main reason for suggesting this is so that Stormrazor can't be built as a 1 item solution for burst for any champion, and so that GP can't have what will probably the strongest waveclear in the game at 2.5 items (Boots+Triforce+Stormrazor). As a GP main, I want GP's identity to remain as a lategame carry, but Stormrazor in its current state lets GP rush it right after TriForce without any penalty which gives him an incredible midgame, in addition to his already safe early game and great late game. By forcing GP to buy a zeal item before Stormrazor, GP has to make a decision between a good midgame or a gimped one in exchange for an earlier lategame spike (the current decision between building Youmuu's vs going straight into IE) by choosing between Youmuu's first or going straight into ZealItem>Stormrazor rather than just building Stormrazor first after TriForce 100% of the time. Also its a bit awkward for crits to deal varying amounts of damage throughout the game, I think its more intuitive for all crits to have the same damage multiplier.
