If Riot feels as tho there should be more answers to shields in the game

Then that means shielding champions are too strong. They are too effective not to mention brainless. Majority are point and clicks with non existent cool downs of course an & would be far more devastating than an & its all the stupid little shields you give them without considering the reminder of the champions utility in crowd control.
