Is this a bug or just a small QoL fix in the making?

So i noticed this earlier, not sure if it was JUST an interaction between the two champions are a thing that happens to all champions. Was playing Sona against a Zyra. I noticed that for some reason Sona can expend her Powercord empowered attack against Zyra's plants. Is this a thing that happens to all champions with empowered auto attacks when hitting the plants? Is this issue also a thing with ?

So i'm hoping Riot sees this and simply changes the way the code works so that Sona, and probably any champion with an empowered auto, doesn't burn their empowered attack hitting a target that CAN'T take more then a preset amount of damage per hit.
