What does the community recommend I spend Riot points on?
What is the best "bang for my buck" with riot points? Champions? Runes? Help a n00b out, here!

RP should only be spent for skins. you can buy everything else with IP
Skins and cosmetics that aren't available through IP.
At some point I went and calculated the most efficient use of RP when spent on things you could get for IP but I've lost that math and it was a real pain to do in order to come up with some pretty obvious conclusions about stuff I didn't want to spend RP on anyways.
But the basic gist of it was something like this, in order of efficiency
6300 champs when they're on sale 50% off 4800 champs on sale 6300 champs at normal price/rune pages 3150 champs on sale per win IP boosts 4800 champs at normal price 3150 champs at normal price 1350 champs 450 champs
with the IP/RP conversion ratio being MUCH better for the first two than anything else since even by the time you get to 6300 champs not on sale your RP value has been cut in half.
IP boosts are basically a total scam if you ever get to the point where you buy more expensive champs with pure IP. The IP boosts by time don't fare any better than per win unless you play something like 5 hours or more per day which is quite a bit of League even if you're taking a sick day just to play. If you want runes you should just save your IP at the normal rate for them and ignore the allure of getting them faster with IP boosts.
The champion bundles can be pretty decent value depending on what champs you already have unlocked. I think the default value is only a little better than IP per win boosts but if you already unlocked all the 450 and 1350 champs in the bundles with all of the 3150 champs remaining it could get to be as good as 6300 champs on sale or maybe even a little better than that.

Anything you want that CAN NOT be bought with IP. :P
With new ip boosts only skins. Everything else is easy but with parties
You can't buy runes with RP. I wouldn't bother with champions unless they are on sale and you really want them.
I would recommend buying skins you like on champions you enjoy (especially if they are on sale).
Then again, it can depend on how much disposable income you have available. If you work ~40 hours a week and spend much elsewhere, then you can spend as much as you want on champions.
Even at minimum wage, you make more in an hour than a champion costs and you may not have much time to play to earn IP. Purchasing maybe a champion a week is about as much as it costs to get a single lunch at a restaurant.
