Aegis of Zeonia - Why does it get preferential treatment?

Over the last season, Riot has worked to remove targetted abilities that also included dashes from applying their damage/effects if the target moved out of the way before the dash lands. The clearest example of this nerf was to Fizz where his Urchin Strike no longer applies damage (or the on-hit effects of his Seastone Trident) when the target was able to move out of the area before the dash was completed. This can be done by flashing or dashing away as it is in progress.

Riot's clarification was that they wanted to reward players for being able to dodge the dash ability and to be clear that if the ability doesn't hit you - why should you take damage and the effects of it?

So I pose this question. Why does this not apply to Pantheon's Aegis of Zeonia? Why is it okay to nerf other champions who have dashes but leave Pantheon's stun alone? Do you know how frustrating it is to dash out of range just to get stunned on the other side of the lane by an ability that was nowhere close to hitting you?

Riot, I ask for clarity and fairness in making all targetted dash abilities avoidable if you move out of the way in time. This includes abilities that did not get nerfed such as Pantheon.
