What changes differentiate "Patch 8.1" and the "Start of Season"??

The patch notes are a smidge confusing... Maybe it didnt load right, but the notes are exactly the same for the two. Is riot saying that patch 8.1 hasn't happened yet? I am, like, so confused here.
