Does any one else think Ahri kit is overloaded?

I mean, she have burst/sustain damage, poke, hard cc, healing, and insane mobility. Her kit literally has everything and it is not even conditional like other champs such as ecko , azir or yas.

I feel like when I'm laning againts her, if I dont have hard cc, I have to wait for her to ult, dodge her attacks, and then go in in order to kill her. Because Otherwise if I initiate, she just ults away or using q mobility to get away.
