Riot's punishment for afk in a remake is too long and unreasonable

The reason I am stating this is because riots servers are not always the best and when they have connection problems like I experienced and cause me to be punished because of a remake makes the game very unappealing and unfair. An example: The que for selecting champs had just been finished and it was transferring over to the loading screen except my screen never loads and stays black so I try to close out and re enter multiple times. It was not the internet connection because my friend was duoing with me just feet away. Any ways because of this I am unable to join the game until 3 min after it has started. I Literally reconnect as my team surrendered a remake. I then lost 17 lp and now have to wait 20 min to join a que for multiple games. There was a notice on the top left that said riot was having connection issues. Now is it fair that I have to take that punishment because of riots horrible servers? I think not. Riot needs to be able to determine whether it was there connections fault or just us breaking the rules and no in between. If they punish people unlawfully they should refund and take away any punishment that was posed upon them.
