Scroll Function is annoying on every aspect of the client

Okay Riot, could you please fix your scroll functions. It's annoying when scrolling and it skips one or two spaces. Make it scroll continuously instead of skipping. Such as the Match History page. The Patch Update before clicking launch. EVERYWHERE that uses the scroll does this!
