I have not played for a week or so and Ive noticed that my MMR on op.gg went down from 983 to 926. Does MMR decay with inactivity?

If it does, it would likely happen after many months of inactivity, not just a week.
The values you see on those sites are estaimates, based on an algorithm the creators of those sites create themsleves. That MMR value displayed is not from Riot at all. And the MMR average for your teams will vary game-to game. Even a difference of 100 or so is almost negligible. Realistically, these sites are best used to track progress over time. If the number on those sites trends upwards over the course of several weeks, chances are your actual MMR increased in that time, too.
To my knowledge, no. Op.gg MMR is estimated, not actual MMR.
It does, but only after a very long time. Like, six months before decay, at least, before Masters/Challenger.
