How does one get this blue essence?

I'm trying to figure out this level 6 mastery thing.

I haven't seen blue essence yet, or I need to get either a champion shard or permanent, specific to that champ.

I haven't seen any of those, and my boxes aren't containing my champion to unlock.

How exactly does this show my 'mastery' of a champion?
