Do dodge penalties jump too severely?

I wait until the very last second, just in case, and have to dodge. 4 Minute Dodge Penalty. That's fine. Fast forward and... 2nd champ select: I'm met with a varus jungle who proudly proclaims: "Get back in the fields you cotton negs!!" So I decided to check out his op.gg and...he is inting every game. 0/16, 0/12, 1/31, 0/7, all the while buying random item components. Our mid locks in twitch and our support, lee sin. Varus - XxSgtDi*kHeadxX - 0/14 - item 3801 item 3133 item 3751 item 3044 item 3009 item 3009 And no, that's not his real name. So I wait until the last second, and have to dodge. 30 Minute Dodge Penalty. Woah! I dont ever dodge though? I don't dodge full ad or other bad team comps, bad teammates, non-meta picks or rivens. Only trolls or inters to save lp I know I'll lose. Maybe you should think about less strict increases in punishment, in case these situations arise. 4 to 30 minutes seems crazy to me. In my opinion, I'm being punished severely enough to prevent me from playing again today (leaving town soon), for saving 3 or 4 innocent players from a horrible game and loss of lp to the hands of a flaming troll.

You have my sympathy for the shitty luck with teammates.

Unfortunately I'm not sure what the solution is. Lenient dodge penalties would encourage the "wrong" kind of dodges: Unfavorable matchups, teammates with suboptimal w/l ratios, slightly off-meta champ choices, teammates refusing to be bullied into swapping roles, that sort of thing.
