Do dodge penalties jump too severely?

So I wait until the last second, and have to dodge. 30 Minute Dodge Penalty. Woah! I dont ever dodge though? I don't dodge full ad or other bad team comps, bad teammates, non-meta picks or rivens. Only trolls or inters to save lp I know I'll lose. Maybe you should think about less strict increases in punishment, in case these situations arise. 4 to 30 minutes seems crazy to me. In my opinion, I'm being punished severely enough to prevent me from playing again today (leaving town soon), for saving 3 or 4 innocent players from a horrible game and loss of lp to the hands of a flaming troll.
