Shorter repawns, spawn with half mana.

I was watching this guy play a wc3 custom game moba, anyways the respawns were kinda short however they spawned with half mana. So that makes a lot of sense to me, if your base is under attack you want to defend it right? You never need an entire mana bar to do so. So make respawns shorter and if you so choose to wait for your mana to regen in fountain then do so, and return to lane! =D
