Yasuo Nerf

I was going through the youtube recommended section and I see a video about yasuo nerfs from Brofresco

It was shown Yasuo's attack speed per level is lowed by 0.7 percent, but his base attack speed gets raised by 0.012

My question is, how is that useful, I don't see how raising the base by 0.012 will compensate for 0.7 attack speed per level being reduced

Am I just not seeing something cause it seems bad to me.
