q about going mid and getting blue buff

after around lvl 5 in mid lane as fizz, jg yells at me for not getting blue buff when it's up.
so now i know that mid laners should get blue whenever it's up after jg gets the first one.

my question is when do i get blue on my own? when i push into enemy tower? when the enemy is mia from my lane (but they could be roaming while i just ignore the threat to get the buff)? when im losing the lane and need the boost?

As Jg I will leash the blue for my mids - I only do this once if they don't immediately come. Typically when your lane is pushed is the best time or right before / after basing. If you're under tower and leave, the enemy laner will see an opportunity and chunk your tower or worse roam into you and steal.
