you know is it just me or is the fact that 
can get stacks from just hitting his spells on others champs really really dumb, like we had a mid laner just now that didn't feed but he got hit by him a good bit then he went bot lane and basically flash R'd my sona support and one shot her at like 8 min she was near full health. is it just me or is that unbalanced, i want 's passive to return to only getting stacks from kills please riot your killing me.
what kind of person complains about veigar? Well there are some other champions you should complain about!

Veigar is a carry, hes this late game burst mage that gains stacks easily from even/passive/farm lanes, but will do horrible against an aggressive lane, like any late game carry, you should abuse them with an early/mid game champ and try to end early, or if not end, delay their spikes

8 minutes in, lets assume Veigar always got 2 AP from his Q (either by landing it on on 2 minions or hitting the enemy laner). We'll simplify even further and assume he somehow had mana the entire time, and it was on a 5 second cooldown. He might have missed some Q's, but landed other spells on your mid laner, so this is still being extremely generous.
Given our ridiculous assumptions, Veigar earned 192 AP before roaming bot. His ult at level 6 deals 175 + 75% AP to a full health target, meaning at worst Veigar dealt 319 damage to Sona. That's literally not enough damage to 1 shot a level 1 Sona.
