Towers underpowered mid game?

In a meta where bruisers build Cleaver first, giving them the damage, CD, and HP to dive you 10 minutes in, and tank itemization dominates the meta, turrets just seem irrelevant when diving. There are several problems with that: It contributes heavily to snowballing: You can't sit under tower for long if you're behind in lane. Say you're against Darius, Panth, Riven, Garen (basically any top) and go behind early. Once it hits about 10-13 minutes in, theres a good chance you be doven with low risk for the diver. This means if you're behind you pretty much can't lane anymore if your opponent is there. If your opponent groups you can farm, but it will most likely force you to group which forces teamfights when you're behind, setting your team even farther back.

Basically towers are so weak and easy to dive that it contributes heavily to the snowballing we're seeing in season 6, which Riot wants to nerf by reducing death timers, when I would propose that they increase turret damage mid game instead.
