Why not go the Cho'Gall route?

Cho'gall

One player picks one of the characters and the other becomes available for their whole team, regardless of ownership. They're always played together, never separate.

I understand that somewhat limits the character, since you're less likely to play them, but as it stands, how do you balance the character? Either you balance around the bonuses being there are you balance around them not being there. If you balance around one being played without the other, then together, they're too strong. If you balance around them being together, then nobody will play them separately anyways since they'll be weak. Or you meet somewhere in the middle, and while it's not as pronounced, they're both a little too strong and a little too weak given the situation.

When you have characters that have synergies and strengths decided out of game, that's just how it works out. There's really not a way around it.

So you balance around them being a unit, and make it so they're always so. And Cho'Gall's super fun to play, so who's to say this wouldn't be a lot of fun?

Cho'Gal's concept is interesting to say the least, but while they initially appear unique as a playable character, there are numerous flaws surrounding them and Blizzard continues struggling to balance them. Cho'Gal has yet to enjoy relative success at any level of play in Heroes and has often proved more cumbersome in the teams in which they are played rather than useful.

While Xayah and Rakan compliment each other and are most optimal when played together on the same team, they remain two separate champions. Their relationship with one another certainly is greater than any other alliance other champions enjoy, but they are not inseparable. Forcing an all or nothing mechanic into the game will force players into forming duo's simply to enjoy one or two aspects of the game or miss out on them altogether. Additionally, teams may benefit from one while not needing the other depending on their composition as well as the composition of the enemy team.

I feel like the Paired-champions could have been more innovative than just some skill synergies. But hopefully in the future they will branch out and due more unique paired champions (not that many but if they do take the time to make a pair make it unique).

1 - Would be an absolute BITCH to program into the game

2 - Cho'gall is a joke champion, nobody plays him in ranked because he sucks and because 2 picks in 1 slot is a pain to deal with from a gameplay perspective in champ select.

3 - He's a pain in the ass to balance in a super casual moba with half of the moba mechanics stripped away, good luck making him work in league.

4 - A double health adc: lmao no
