%hp damage onhit shouldn't be so strong

I get that ADCs are supposed to counter tanks but there's a such thing as too much.

For a long time it was tolerable from Kog because he didn't get very strong until late game.

It was tolerable on Varus simply because people didn't build for it but now it's one of the most frustrating things to play tanks or bruisers against.

Furthermore, what is actually the point of crit ADCs now that onhit ADCs actually outscale them due to having high flat damage and also % damage to kill tanks? Especially because crit was repositioned to be anti-armor with the new IE? I mean, you don't need armor pen or true damage conversion when you're doing mixed damage alongside %hp damage.

Onhit ADCs should just do flat damage. Doing mixed damage is already pretty strong. Kai'sa and Varus have strong kits in general aside from the % damage. Kog I guess would be more difficult to change.
