Tooltip Clarification

Recently in a game I tried out Brand (as he was free to play) and was unfamiliar with the technicalities of his kit. After reading through everything, I became slightly frustrated with the tooltip for Brand's W, Pillar of Flame. The exact tooltip is as follows:

After a short delay, Brand creates a pillar of flame at a target area, dealing 75/120/165/210/255 (+60% Ability Power) magic damage to enemy units within the area. Blaze: Units that are ablaze take an additional 25% damage from Pillar of Flame.

I became frustrated with this tooltip due to the fact that "after a short delay" is a relative term, and doesn't clearly describe the amount of time it takes to cast. I would like to know the exact amount of time it would take to cast for clarity's sake, and for mastery of the champion. I'm sure there are other examples of vague tooltips, and I think with season five wrapping up it's about time these tooltips got fixed.
