About Nashor's Tooth

Now that we got ap Ziggs in the bot lane, I sort of realized something: What's the point of Nashor's Tooth?

Like, if you want to use your AAs as a mage, you need AA speed, and this item takes your ap and adds it to AAs against enemies/turrets while giving AA speed, 20% cdr (which is stronk as hell), and 80 ap. I can see this showing up on new Warwick's build ez, but in an age where people are using ap Ziggs, and in a world where we could see more mages doing the marksman job, shouldn't we be seeing this item more? Does anyone wanna volunteer putting this item out there into the world?

Like, Ezreal and TF...I don't how it's not on them yet if you're going ap Ez.

If it can't manage to be much of a thing in the game outside of being "the Azir/Kayle item", maybe it needs some changes?
