Leaver Buster Ques

Hello, My name is L8ergtgkill. I am a lower level Summon who has had problems with the leaver buster system. I was playing with a computer that had a fried Graphics card that would cause the game to stall and force me to restart the computer and not play for some time. Because of this is developed a Leaver Buster record (To the point of the 20 Minute Lower priority Que) . I have not gotten a leaver buster for about a month. My question is will this Leaver Buster follow me the rest of my League Career. Also say I get a Leaver Buster again (Never plan to but crap happens), will I always be sent to the 20 minutes Que?
