Honest question: Are burst and AoE something Marksmen should be able to itemize for?

That's going outside of their intended purpose, isn't it? Namely, that they focus on single-target sustained damage?

If someone wants burst or AoE on a Marksmen, shouldn't they get it via champ select rather than itemization choices?
