I feel like he just has way too much safety. Part of the risk of picking him is supposed to be his immobility but he has so much safety during lane that any aggression is so easily telegraphed so it just turns into a farm lane not to mention the Q stacking 2 is utter nonsense. They didn't give that to Nasus because they knew it was broken and Q only stacks on one spell. Veigars stacks apply to 3. Cut out the double stacking and shorten his range and I am pretty sure his counters will actually counter him and he wont tilt people just from laning against him and never being able to all in out side of top tier coordiantion.
