TEEMO ARM TIME! WHERE ARE THE CHANGES

Is anyone from Riot going to address the issue of Teemo's ult arm time not changing? It was supposed to be changed last patch, but Riot said it was actually going to be 5.21. Well, nothing happened, and I can't find any explanation on it. SOMEONE ANSWER ME. No, but seriously...
