Why is there still no #of games played req. for ranked?

Like, what actual reasoning if there behind letting someone first time in ranked? This includes reworked champions as well. There is literally no logical explanation for letting someone buy a brand new champion and instantly jump into ranked with them.

This is what you have blinds and normal draft for even if it's at least as small as 3 games.
