Skins

I don't understand why riot refuses to give champions such as aurelion Sol aatrox kindred and illoai new skins. It has been almost 2 years since illoai's release and she still doesn't have a new Skin. Same with aurelion Sol. They keep giving skins to Annie and Master Yi. Which I don't understand why please explain.
