No. ARAM is fine without poro king and some champions really need Clarity to stay competitive. Poro King just takes the strengths of the OP champs in normal ARAM and amplifies them. King is fun for a while, but it's definitely not a replacement for normal ARAM.
Besides, the whole point of ARAM is the 'All-Random' part of the equation...
The point of temporary game modes is just that - they are temporary. They are not going to make URF permanent either and more people were asking for that at the time too.
