quick question about skin shards
when rerolling skin shards is it possible to get a skin for a champion you dont own, therefore getting the champ for free?

No you don't get a free champ. Only from ranked gold+ can you get the champ for free now. Plus a few other possible promotions I'm not sure are alive.
The skin permanent will sit in your inventory until you unlock said champ.
just wondering because i got a warden sivir skin shard that i could make she looks pretty badass but i also have a chance to reroll for a perm and wonder what are the better odds
would it also be better to DE the champ shards for BE when the preseason starts to amp up the 6.5%
