@Riot Why does Ranked allow you to play Jungle WITHOUT Smite?

Just played a game where the Jungler forgot smite during the champ select screen. It made the game basically a 4v5 because he kept dying from the jungle creeps. Can Riot add a text during select that requires the Jungler to pick smite or the game disbands?
