Can't leave lane if i don't have Teleport

In the time it takes from walking from base back to lane, nearly all champs can take at minimum, a third of the turrets hp before their first back. If they are a marksmen like Jinx who scales attack speed with her q, then it is over half gone and maybe more. Keep the marksmen, buff the towers.

Tier 2 towers shouldn't fall in under 7 minutes from normal laning with at most a top/jungler or ADC/SUP/JG combo attacking it with a handful of minions.
