Bard W for late game

So bard W is strong, early game

But late game it feels rather... Well weak

My suggestion to fix that is this

Let the speed boost duration be increased by .1 second per 10 chimes collected

That lets his W be very useful as a burst of speed late game because the heal falls off so much
