Luden's Echo prioritizes by Char ID

So according to several sources on the internet of people claiming to have tested and confirmed it, the proc of Luden's Echo will prioritize by unit ID. How that gets assigned, I don't know for sure, but it seems the champ in the first slot in character selection gets the champion ID 1, ascending in that order. Another imbecile idea of Rito or false rumors?
