Finally got to test Knight's Vow...

No, two champions cannot both buy Knight's Vow and bind to each other. Whichever one uses the active to link last will be the one who uses the passive benefits.

This also means that it's unlikely that both linked members will get the passive movement speed and Armor, but I didn't test this specifically.
