Xerath passive

Frankly the champion is in a pretty balanced state, however his passive is just unoriginal and lacks uniqueness. As a current Xerath main with over 200k mastery pts, i propose incorporating a range mechanic with his concept. In Xerath's old kit he used to be able to shred mr with his stance. I propose that his passive works off mr removal %. Working in 3 stages 5%/10%/15%, the closer the individual is to xerath the more mr is removed. This sort of reflects upon the surge of energy and power that is in him. It also creates a systematic risk and reward system. This should be added additionally on his mana refund cost (really mana heavy early on) to still create those opportunities for the opponent laning against him. Thoughts?
