Hextech info

So I have 2 questions about Hextech loot:

1. If I got a 10 games chat restriction how long will it take to be eligible for Hextech drops (crates and keys) 2.If I am not eligible to earn a chest and one of my premades gets an S on a champion, will I get a chest as well even tho I am supposed to not be eligible to earn drops from Hextech?
