Vlad broke?

every one is going on about Vladimir being broke since MSI, i have yet to see it. I went and watch the highlights of all the the fights between Caps vs Stark and all i can see is the mistakes that were made mechanically and build wise. if any one can explain/prove it to me i would love that. P.S. i rarely have trouble with a Vlad

good burst + sustain.. hard to lockdown and amazing ult that provides 10% more dmg from all sources which is great in pro team play. He's not really as scary in solo queue, but a good vlad ult in pro play decides games. meh idk I'm just guessing. He is all around very good and doesn't really have any negatives
