The Leaver Buster System and how I think it can be improved to be fair for all

As a long time player of this game and many other MOBAs I like to feel that some of the smaller changes can make a huge difference in a game. With that in mind, lets look at the leaver buster system. In many aspects, its 100 times better than the old system of oh hey look at that, your banned for a while. But I feel that in some instances it can be a little to harsh and frustrating. For the people that have sudden things come up. For instance , Blue screens of death, Bug Splat, sudden life emergencies, tornadoes, earthquakes, your computer explodes mid teamfight, and of course the end of life itself. How many of us who have dealt with these instances got kinda pissed off to find that we need to waite 20 minutes before a game either 5 or 6 times. I feel that leaver buster should take a page from HOS. If you legitimately have had one of the issues I listed and you reconnect to the game and complete it you should only have to have 1 low priority game to deal with. Yes this does mean that trolls could disconnect and reconnect and not get as punished but It makes it a lot more fair for more people. Let me know what you think about this, I'm genuinely curious
