Matchmaking still takes forever

I have accounts on both the North American server and the EUW server. I play ARAM and I don't play ranked. No matter what time of day it is on whatever server I'm playing, the North American server takes 2:30-5 minutes. Seriously, what gives?! On the EUW it takes about 15 seconds during the day, and about 45 seconds when it's 4am.
