Remove the lock requirement

seriously this is stupid, last 2 games i was trying to read chat cause some guy wanted to trade mid for adc(i was adc but i main mid so i was reading to see if i needed to switch characters and BAM dodge. same thing next game its fucking stupid its making champion select SOOOOO long cause so many people are dodging.
