Why isn't Condemn a skillshot?

I don't understand the logic behind the recent changes in shifting the principle damage sources on mages from targeted spells to skill shots (viegar, ryze) while a spell like condemn is left as a targeted spell. I mean let's examine Condemn:

  • It does large amounts of damage, both in terms of base damage, scaling and in applying a stack of QS bolts (roughly equivalent to upwards of 1/3(60+10% Max HP) in damage),
  • It can apply 2 forms of extremely potent CC (Knockback and a long duration stun), and,
  • It grants very strong self-peel to one of the most mobile ADCs (and strongest duelists) in the game. (Few other ADCs have access to any form of CC let alone self-peel outside of an extremely long CD ult i.e. Tristana, Varus).

I feel like the large amount of utility and damage it provides Vayne in conjunction with the rest of her kit place it into the skillshot category. I know this would up her skill cap, but that's not necessarily a bad thing.

This would also not be a nerf entirely as it could make it WAY more useful than it currently is by allowing Vayne to blind fire it into bushes after fleeing enemies to pin them to walls so she can chase them down and finish the job. It would also allow for a potential range and CD buff, maybe flatten the CD to 12 seconds across all levels?

The angles that condemn can hit or miss the stun is large. Lots of room for error in certain situations. Making it a skill shot with the buffs you suggested would not make up for that. Vayne has this CC as an adc, but what is she missing? No AoE whatsoever and her AA range.

no one is exactly in favor of riot skillshotting everything for the sake of counterplay... when all it has done is reduce counterplay

Vayne is op as it is in any case. No champion should be allowed to have high reward/low risk at any point in the game. All champions in 1v1 should have equal opportunity to kill the other if they both start at full health. Damage should be inversely proportional to health/healing ability, so that as a champion gets more power, they lose sustain.

Most people who play Vayne don't know how to play her in the first place, why should she be even harder?
