Ryze's passive shouldnt have a cap lategame (read)
As a decently experience Ryze main, I find my chaining to be a massive issue lategame. I fully understand the cap to his passive, but late game it should be removed, or buffed. I can already chain fast enough to have 2 seconds of super charge left, literally making my passive almost useless for 2 seconds. If you don't cap his passive early, he will snowball out of control and be stupidly broken (killing a Jax undertower at level 6 with a fucking tear and cataylst isn't fair). Honestly, the PBE Q buffs are ok, but the ult CD buff is a massive issue. After a chain with the cap (40% CDR level 3 ult) it's already back up, so letting his ult CD remain and removing the cap on his passive means that Ryze can basically infinitely chain. So how do could you fix Ryze's hard carrying lategame? Revert his ult CD, and let his passive have no cap when his ult is level 3. I miss being rewarded for knowing how to chain like a boss. Again, executing his combo fast enough makes his passive almost useless for 2 seconds due to the cap. Keep is early game weak, because if you don't that's what makes him stupidly, absurdly, unbelievable, whatever broken.
