Why am I ALWAYS underleveled?

Is this a bug or am I that stupid? Can someone tell me what is so wrong with my game that I'm always behind in levels to my lane opponent? Last game I was playing URF (it's not URF-specific, happens in all games). I got a few early kills. Then I died some, but not more than my enemy. Result? I was level 4 when they hit level 6... Even if I'm 5/0 and my enemy is 0/5, at best we're even in levels. If it's the other way around, I'm 2 levels behind. Every single time.... I try to shove the wave after kills or after they recall to deny them exp, but they come back just in time to catch it anyway. And then they push it back to my tower after I recall, so in turn I lose exp... So I guess I don't know how to push properly. (Although what can be so complicated about it? I just hit the minions with everything I got. Just somehow I'm always slower than the enemy). But that's just part of it. Even if we're both just farming in lane, I fall behind. And I'm obviously trying to last hit, so it's not that I stay out of exp range. This all just doesn't make any sense to me...

I decided id look at your OP.GG to see what champions you play, so I could get an idea of what kind of player you are. It seems you play ADC, Support, and mid. Also, its been like 16 days since youve played anything other than urf, so are you sure this isn't Urf specific?

As an ADC, your job is to CS as much as possible while simultaneously stopping the enemy adc from doing the same. Learning wave management is super important in this lane, since you want to deny as much XP to the enemy as possible when they recall. When the enemy recalls, you want to push one or two waves into their tower so they lose XP and when you go to recall, the minions will be clashing near your tower so you get to pick them up. Try to avoid using too many abilities to farm the wave as well, or you may need to recall more and by extension, fall behind more.

In mid, it depends on the champion you're playing. Someone like Katarina, for example, you want to shove the wave as fast as possible (using abilities if needed) then roaming, but on the other hand, as someone like Veigar or Annie, you want to slow push the waves so you can stack and get towers respectively. I recommend you search up some CS management guides online so you can learn the importance of how to CS, and if you want to take it one step further, watch Challenger players playing your champion and see how they manage the waves, and learn from them.
