Queuing with provisional players

Something needs to be done about all these first time ranked provisional newbies playing at mid silver level when they are barely bronze 4 level. Not talking about bad game these guys have legitimate understanding of the basics of the game. Like 40 CS after 15 minutes. Really reduces the quality of the game.
