Probably not, because it's good for the game to have both low and high skill cap champions otherwise there'd be nothing for new players to acclimate to the game with. It's okay for disparities in skill caps and complexity to exist just like it's okay for disparities in champion viability to exist. It's absolutely okay design wise for Riot to intend some champs for beginners that they're expected to graduate out of playing as they become less and less viable.

Annie gets harder to play at higher elos since there are people who can just snipe you with safe champs like Xerath.
