A buff for Singed (Will riot even read this ?)

Right now, i feel like Singed is way too weak. He can't get to 50% winrate, his laning phase is unbearable as he loses to 99% of the matchups and most importantly, he doesn't have much if any good picks in terms of runes and items anymore. Singed was excellent in season 8 because of the old celerity, which was amazing as it synergized perfectly with his ult and ghost. Since the celerity changes at the start of season 9, singed is struggling since new celerity doesn't do much while old celerity was pretty much the only rune that was really great on the mad scientist. Right now, Singed just can't lane as he gets destroyed by everything. Hell, he's even losing in matchups he's supposed to win like with Illaoi. The problem is that ad bruisers are getting stonger and stronger and singed who's pretty much an ap bruiser can't keep up at all. The reason why is because he has no runes that works with his kit anymore and most of the tank items right now are too weak and expensive while items made for ap bruisers (mix of ap and hp) like rylai and liandry are just underperforming. Singed is becoming more and more unfun to play because of how weak he is, which is really frustrating since the reason why i play him in the first place is because of how fun and unique his kit is. I know they already buffed his w and e recently but it's not enough. So here's (in my opinion) the changes they should do to buff him: /Rune-wise: i feel like reverting celerity would be the best for singed but at the same time, i understand why they changed it since it made the champion way too strong (which is not what i want) soooo why not buffing aery ? Aery's damage has been nerfed so hard it has become a support rune and is just underwhelming for DoT based champions. The main problem is that like i said, nothing works on singed. Aery is too weak to be relevent, aftershock as well, conqueror is ok but it's just way to clunky to proc and the precision tree is just not good for singed, Dark Harvest is fine but doesn't bring much to the champion and you need to play full ap to make it truly shine which is not a really good idea for singed (can work in low elo though). Predator is okay i guess but doesn't help his laning phase at all and you will have to rely on proxy 90% of the time. I think buffing aery's damage would be a decent option as it would allow singed to trade a bit better though i don't think it would solve the problem. Also, why not adding movement speed runes ? We have runes for adaptative force, armor and mr, as, health ... hell we even have a rune for cooldown reduction bur not for movement speed ! Remember ms quints ? Those were great for singed ! Singed feels too slow right now since they removed those so why not adding a rune which gives like 2% bonus ms or something like that ? I guess relentless hunter is a thing but you need takedowns and you don't really get those in the laning phase. A ms rune would be great for singed and would make the current celerity better which is something i want (it has potential but it's currently too weak). Why not putting it in the first tier with the as and cdr runes ? /Item-wise: i'll be quick with this one: just buff tank items as a whole. Tanks are getting weaker and weaker and singed is no exception. Singed needs health, ap and ms. That's all he needs to perform well yet he doesn't get that in a efficient way. Some items's stats are just to weak like righteous glory and shurelya's reverie (it's a support item so i'll give it a pass) and some other are just too expensive like dead man's plate or abyssal mask (these are exemples, in the end they are all too expensive). Every champion has one item, like THE item that makes them great but singed really doesn't. Technically, it should be the rylai but it's just underwhelming right now. Hell, some singed players doesn't even play rylai anymore ! They need to buff tank items (or at least make them cheaper) and buff ap bruiser items. /Champion-wise: Singed feels weak. He's a tank yet he feels too weak during the laning phase. While old singed wasn't the best, his old passive allowed him to have some decent tankyness. New passive is nice but underwhelming as hell. He does help him run faster which is a core thing for singed but it makes him a lot weaker as well. Why not buffing his stats ? Give him more base health or health growth per level, more armor or mr, i dunno ! Riot buffed his health regen because he's struggling against ranged champions but it's just not enough. Kit-wise, his w,e and ult are in a right place and doesn't need a change. I think buffing his passive and/or his poison would be the right option to make his laning phase better. Why not increasing his early poison damage ? Why not reintroducing his old passive while keeping the new one ? Why not adding a passive to his q where he gets health based on his bonus mana like the old passive ? Of course it would be tuned down so it's not as strong as the former passive but it would definitely make his laning phase a bit better while making some items like abyssal mask, roa and righteous glory more viable for singed (it would somewhat solve his bad item pool problem at the same time). Singed needs more tankyness, Riot needs the fill the gap his old passive left. Singed is probably one of the only ap bruisers in the game yet he feels really weak compared to ad bruisers. He should be as strong, he should be able to deal some nice damage while still being a bit tanky. Those are just ideas i thrown in but you get the idea. I don't want singed to be op again like he was in season 8 (NERF SINGED flashback intensifies), i just want him to be in the right place as he's one of the only champions in the game that i truly like and care about. Changing celerity killed singed as it was the ONLY rune in the entire rune system that actually made him viable. I just want to be able to lane with my champion, is it too much to ask ? You should be able to lane with any champion and carry with any champion, and Singed can't lane nor truly carry anymore. I guess he still can sometimes but i feel like i have to rely more and more on my bot lane to win my games. I don't want Riot to put everything i said into singed (everything i said were just ideas), but i want them to make a good change for that champion so he doesn't have to rely so much on a rune that doesn't even exist anymore. Please riot, i know you are buffing a lot of champions for next patch. PLEASE, add Singed to the list. Singed is the first champion you ever designed yet it feels like you don't care about him at all ! Give him some love, make some small changes so he can be what he's supposed to be, i want to feel and play the singed i enjoyed in season 8 and also the singed i enjoyed before this season again.
