Can you make Randuin's Crit Reduction a Unique Passive?

I really don't want a) 2+-Omen builds that completely ruin or b) teammates that build 3/4/5/6 Omens as someone like or saying "BUT IT'S GOOD!"

There are other ways to nerf crit champions; maybe reducing crit damage is one of them?
