Reminder thread that changing Mordekaiser's Lore doesn't fix him in gameplay

And there are still no changes in the PBE.

I guess Riot is still waiting to see how much the exp penalty he got is working around but do you (Riot) guys really believe that he will be fine just with number tweaking? How far would you go in order to have him balanced?
