The mana cost is a clear all around buff.

I don't see the buff to Q damage being anything that over the top say for slightly better at Q farming given most Irelia don't get above 250 AD.

At 40% CDR and 250 AD it will be a grand total of 50 more damage every 2.4 seconds It is something but nothing worth going crazy over.
